Yes: you have to burn a Mac Volume (which it sounds like you did) and 
then check a little checkbox somewhere in the dialogs (I'm sorry, I 
forget where, it's been quite a while since I used Toast) to make it a 
bootable volume. You then get a big disclaimer box stating that the 
system software is Apple's and you have to have the appropriate licence 
blah blah.
