It has been a while since I used the old Toast but let's see if i remember.

Insert the disk and drag it into the open Toast window then select 
-make disk image_ from the menu.  Eject the disk and burn the disk 
image.

Make bootable is an option in Toast that is available if you drill 
down into the detail of the CD you are burning.  It is a checkbox and 
it will ask you to select a system folder to burn from. (and warn you 
about illegal copies)

But just using a disk image is much easier.  It should take the make 
bootable attribute wt it into the image.
