Is there anything in the Startup folder? ... might be the culprit. How about setting up a Disabled Control Panels folder and a Disabled Extensions folder and doing it the old fashion way? Select all files while in each folder respectively and transfer them into the newly created folders, and restart. If the monitor works restore 1/2 the extensions, then 1/2 the control panels, restarting after each trial etcetera, etcetera,... until you have found the problem(s) (corrupt/conflicting/wrong version file(s)) by a process of elimination. I've seen a bad Extension Manager give big headaches. You could use Tech Tools to check for corrupt files throughout the whole startup drive.
