Chris, Some, not all, of the GV 28.8's were flashable from 28.8 to 33.6 with this update (1.510). Check it out at: http://www.globalvillage.com/support/romupdate-tp-plat-commslot.html Otherwise you can't do anything except replace it with a 56k modem.
