I've been spoiled by a cable modem, but when I go to my parents house, I
have to use dial up.  One thing that seems to make a big difference is line
clarity.  They recently switched to receiving phone service through their
cable company.  The good thing about this is that there is now MUCH less
distance for the signal to go before being converted to digital (side of the
house).  This allows me to sometimes connect at around 5.2K on my iBook.

If you have this type of phone service available, you might want to look
into it.  It should also be cheaper than your current phone service.
