Go for the B&W BUT get a Radeon 7000 as it has a built-in DVD decoder and has S-Video OUT. The standard Rage 128 needed a daughter card for DVD decoding. It is a PCI slot built for use for a PCI graphic card.
If you wanted to capture video from cable or a VCR you're better off getting a product like MyTV2Go for the Mac or any other firewire video capture device. Firewire is fast when you hook it up to a DV Camcorder. The built-in firewire ports on the B&W should suffice but people have complained about it's stability when transferring huge amounts of data at once. I haven't had any problems transferring video so far (knock on wood) using iMovie2. You can always get a PCI firewire card for under $40 CDN. If you have access to a digital camcorder then technically you could hook that up to your TV/VCR and record commercials, programs, etc. and then transfer that footage to your computer via firewire. For actual video capture using cable you can also consider Formac TV Tuner or Formac Studio or Hollywood Dazzle DV. These options are pricey. As for the IDE port. It is true that rev.1 mobos have wonky IDE ports and you can (at best) get 1 HD attached to it without experiencing problems. I bought an ACARD ATA-controller card so my problems were solved. Yosemite is expandable because of it's PCI ports and drive bays. The iMac DV is not. You have more options open to you when dealing with the Yosemite. I, myself, would go for a fast G4 tower but like you my budget sucks. For the most inexpensive video editing system go with iMovie. It works great. iMovie 3 however has had complaints about choppy video especially when using the Ken Burns effects. I use iMovie2 with OS 9.2.2 and it works great but the rendering of effects and titles is not as fast as iMovie3. For more professional video editing, Final Cut Pro Express is available and cheap for a video editing software. If you are just considering simple transitions, cropping, etc. go for iMovie. As for DVD player compatibility check out xlr8yourmac.com. They list a good quantity of DVD players that will work on a Mac (with or without a driver hack) and users tips regarding what pitfalls to avoid.
