The answer to your first question depends on how tolerant each of your
CPUs is of being 'chipped. It may be the case that the 266 has more
headroom and so can go further (percentage-wise) than the other CPU that
already starts out faster. But I have no reason for why that would be,
or if it even would be. 

But given that the 300 already has 37MHz on the slower one to begin 
with, it'll always be faster, if perhaps not always retain that 37 Mhz
advantage if both were chipped. I'd say the answer to your second
question is most likely "no", they really are different. Just not by too
much (unless that 300 has 1MB of L2, which I doubt.)
