You'll really need the entire MT PSU unit, which consists of an ATX-type 
power supply, an adapter from the ATX form factor to the 9600 form factor, a fan 
housing (the "black plastic" part you mentioned, a fan, and numerous fasteners, 
some of which are special purpose.

BTW, an ATX PSU is mounted using 6-32 UNC machine screws, whereas the MT's 
ATX-type PSU us mounted using M3.5-0.6 machine screws.

And, the MT's PSU unit is also attached to the (shortened) 9600 case using 
M3.5-0.6 machine screws.
