Because it's a tool to encourage sale of Apple computers with Superdrives. To their way of thinking they have a DVD editing/creation program for the world: Final Cut.

iDVD works only with machines with internal superdrives because of licensing issues Apple has with various bits of software (notably compressions stuff) in iDVD.

They're not legally *allowed* to sell iDVD to work with anything by Apple's superdrives.

Among the large sum of money you pay for Final Cut Pro or Final Cut Express are the licensing fees for those bits of software.
