Not mixing the speeds, no, but if one of your dimms is sub-par, it can cause all sorts of problems. OSX is pickier about memory than OS9 is (though that's more of a problem with newer systems, iirc) so try yanking the chips and booting up with them one at a time and see if you get farther.


A slow process, to be sure, but the only way to really test it.

TechTool pro has a long, rigorous memory test. If you have that it may be worth while to run it.
