Yes it could very well be the RAM, however the speed of the RAM does not matter. The density does, as can a few other factors, but speed is not one of them.
OS X is picker about RAM than OS 9 is and sometimes DIMMs that work with 9 are not "high enough quality" for OS X.

Actually that could be your problem, you have a 133 chip and the system is
66, most people don�t know but you can actually under clock a chip to much
where it cant run. Remove the 133 chip and try your system then.
