They ought to work; most likely the disk was bad or Toast just barfed. Possibly the drive doesn't like that brand of disks, perhaps you tried to burn it too fast.
Did Toast report it as having a smaller volume size?
The problem with small CD-R's are purely mechanical; they're poison to slot-loading drives, but the small disc has been a part of the CD spec since the beginning...it's why your CD drive has an indent for disks that size. The size of the disk is recognized mechanically by the drive.
