I was having similar issues with iCal after doing an archive and install of 10.2 and then running 10.2.6 combo update off a CD with a burned disk image of it. The iCal icon would just bounce in the dock then nothing would happen. I ran s/w updates and saw there were a bunch of security updates, etc. After running updates it works now.
