You need the following (my setup follows):

A dvd decoder- either the rare one that Apple shipped with some Beiges or a
Radeon 7000

A DVD drive

 Either an Apple rommed one  that will allow you to use apple's DVD player
or
another brand where you can either Hack Apple's player (just about the only
option in OS 9) or get one of the other players out there (VideoLan.org has
one for X)

My setup (relevant specs below) is a beast of a beige, but plays DVDs fine:
Beige MT G4 533, 768meg ram, OS X.2.6, Toshiba 8x8x8x24 combo drive (not
Apple rommed and had better reviews at xlr8yourmac as far as compatability
than the faster Toshiba ones), Radeon 7000. I use either a hacked version
of Apples DVD player or VideoLan's player to watch DVDs.

I have used the PCI Extreme hack to enable Quartz Extreme on my machine. It
definetly helps OS X on a day to day basis, but there are reports of it
causing some stuttering or dropped frames when playing DVDs. I have not
noticed any, but I am not critical in my viewing and possibly with the rest
of my system maxxed out it compensates for the system slowdown when using
the PCI Extreme hack.
