Try two things (assuming you installed an appropriate OS on the Zip).

First: Boot the hard drive and then insert the Zip disk. Use the Startup Disk control panel to attempt to select the zip disk (with the OS on it).

Second: There is a keyboard command that works to force the Mac to boot off any available external device. The command is: Shift-Command-Option-Delete.

Don't know if the G3 is any different, but I used to boot my PowerBase 240 clone off my Zip drive using that command.
