Yes.

The Radeon 7000 PCI 64 MB DDR cards I've seen have contained slower VRAM 
chips than the Radeon 7000 PCI 32 MB DDR cards I've seen.

There are four *theoretically possible* FLASHing combinations, at least 
for gen-u-wine ATI Radeon cards:

1) 166.67 MHz graphics processor and 166.67 MHz video RAM,

2) 166.67 MHz graphics processor and 188.33 MHz video RAM,

3) 188.33 MHz graphics processor and 166.67 MHz video RAM, and

4) 188.33 MHz graphics processor and 188.33 MHz video RAM,

Of these, there are really only three *technically feasible* 
combinations, as (3) *must* be handled as (1), above.

The old-fashioned way of FLSAHing the ATI Radeon 7000 family (the only 
real difference between ATI's cards is the presence or absence of certain 
external connectors and supporting passive components, the remainder of 
the card is otherwise identical) is to FLASH the card on a PC for the 
correct combination of GPU and VRAM speeds using a bootstrap ROM image 
which will ... later ... permit you to FLASH that card with the Mac 
firmware, using a Mac.

The new-fangled way is to directly FLASH the card for the proper 
combination of GPU and VRAM speeds, simultaneously with FLASHing that 
card with the Mac firmware, all on a PC.

As a general rule, 64 MB cards contain slower VRAM chips than 32 MB cards.

The spec of the VRAM chips can be determined by inspection:

1) -6 or -60 means 6.0 nsec (this requires FLASHing as in case (1), 
above),

2) -5 or -50 means 5.0 nsec (this requires FLASHing as in case (4), 
above, *assuming* the GPU is also 188.33 MHz [ * ] ),

3) -4 or -40 means 4.0 nsec (this requires FLASHing as in case (4), 
above, *assuming* the GPU is also 188.33 MHz [ * ] ), and

4) -36 means 3.6 nsec (this requires FLASHing as in case (4), above, 
*assuming* the GPU is also 188.33 MHz [ * ] ).

[ * ] If this doesn't work, it is possible the GPU is 166.67 MHz and not 
183.33 MHz, in which case re-FLASH as in (1), above.
