What specifically are you trying to use Personal Web Sharing to do? Are
you able to pull up the site when entering the current IP for your machine
(which will change under DHCP every so often or when you login).

An archive and install would be the finall troubleshooting measure. . .
you don't lose a whole lot except the time to do it.
