Open IE, and change the settings then quit. Do the same with Netscape. 
Then do the same with the control panel. If you get a dialog box saying 
that another program wants to change your settings, don't allow it.  
The problem is that IE, Netscape and the control panel are all trying 
to maintain control over the settings.

If the settings are not being maintained after you do this, then toss 
the preference files for each and start over.
