Weird problem, again

Every once in a while I get this  problem that keeps coming back. I 
can't mount a OSX CD. I can mount any other system, but the 10. I have 
tried everything, reset every button I can find, restarted in lots of 
ways but, no go. The first time I try it will restart like it is 
supposed to do, then nothing. I have removed everything from the 
computer that is not native, reset the CUDA, pushed Command, option, P 
and R, but still no go. The computer on a whole is unstable and I've 
replace just about everything in it. The only thing I haven't replace 
is the power supply and I have one on the way. Please help.
