As a general rule in most systems NO ONE can see the passwords, Unix included. The password is used to encrypt some data and the encrypted data is what is stored as the "password". If someone forgets their password you just need to set a new password.

I envision backing up their user folder; deleting old; creating new w/password; then restoring.
A little simpler than that. System Preferences -> Accounts -> Select account -> Edit User -> Enter New Password and Verify
