Yep we have this aswell on our Macs here at work, but not always. Problem started with Netscape 7.0, 7.02 still has that bug. The same happens in SimpleText. The fix is to close every Netscape window. There are more bugs, sometimes when you're f.e. in the Finder and you do a Command-W with the keyboard to close a window it'll close the frontmost Netscape window. Also try quitting SimpleText with Command-Q with the keyboard and notice Netscape quitting in the background....
