I don't know first hand about usb  keyboards on a Beige, but Apple says stick
with ADB so you can use the start button and also the various key combinations
that can affect early boot, such as the C key that causes boot from the CD
drive.  

I have a trackball, a ShuttlePro, and a joystick, not to mention a printer and 
Compact Flash card reader on the Usb/firewire combo card in my Beige and all
work happily.

The problem with the Beige is that it doesn't load the usb drivers until pretty
late in the boot process, while machines with built in usb load them quite
early.   Power to usb usually comes on before they are actually active.  So if
you are not getting lights or working usb, your boot process probably hasn't
come along far enough yet.  That's why you can't boot from a CD using a usb
keyboard.

I put a Logitech usb keyboard on my mother-in-law's iMac using the original
keyboard as a hub (mouse and new keyboard to original keyboard, leaving the
other motherboard usb port for the printer.)  I'm pretty sure a usb keyboard
would be happy on a Beige if you keep the ADB keyboard plugged in too.  You
would use the ADB keyboard for early inputs and the usb board after the usb
becomes active.  (I assume all the needed usb related extensions are present and
active in your system if you are in OS 9.  They are part of X.)
