I had the same problem with a recently purchased B&W G#/400 Rev 2 upgraded
with xlra G4/450.  After many frustrating tries I removed the Ultra wide
SCSI PCI card, disconnected the ZIP and second HD, replaced the USB keyboard
with ADB keyboard and mouse, and removed all RAM except the most recently
purchased stick.  I then held down the two buttons on the mobo for 30
seconds each.  The system booted fine though I had to reset date & time as
expected.

I then started replacing things I took off - putting them back one at a time
over the next week, turning the unit off and rebooting several times after
each reinstall.  Everything went great until I started reinstalling the
memory. Turned out on memory stick was bad and one memory socket was bad
(the System Profiler recognized these when I bought it so something must
have gone out on it).  The computer would boot with the good and the bad
memory sticks in good sockets (thought Profiler didn't show the bad memory),
but it acted exactly like yours when either a good or bad stick was in the
bad memory socket.  I'm just not going to use that socket in the future.

I still haven't replaced the USB keyboard, installed the SCSI card or used
the second USB socket on the back since pulling everything off.  I also
found that the computer "hangs" up later in the boot if my monitor is not
powered up when I turn on the computer.
