The drive must be properly in place if it works well with Norton and Disk Warrior, so what is my problem. I wish I knew.

You have a driver problem.
The bootable CDs from Norton and Disk Warrior contain universal drivers, that are loaded by the Mac's bootstrap when you hold down that C key. That's why they work.
When you boot normally, however, no driver is loaded for that CD-ROM drive because it's not an Apple drive. That's why your CDs aren't loading.
You need to obtain and install an appropriate driver. Check the drive manufacturer's web site. Or try a universal package such as FWB's CD-ROM ToolKit.
