ObQuibble: That's 52,000 bps. "baud" is symbols per second, not bits per second. V.90 receives data at speeds up to 4800 baud and 12 bits per symbol.

I currently have 448 Mb RAM and am wondering if I need to bump up the memory to help boost the speed? I tried turning off Virtual Memory but that hasn't helped either.

Turn VM on, set to 1 MB more than your real memory.

Make sure things like Sherlock aren't indexing in the background. It drags my Macs to their knees.
