Yes, the full version is. Depending of where you buy, around ?/$ 100,- IIRC.
Another idea: A few months ago (febr. '04, I believe), several Mac-magazins
offered "Roxio Toast Lite 5.2.1" for free as an extra on their CD. You only
had to register per mail. I got mines from the german MacUp. Works
flawlessly under OS 9.1 and X.x.x and offers all the features an average
CD/DVD-burner will need. Do a search with Google to find out which magazin
did offer this and ask the magazin where you (hopefully but mostly IME)
still can get one + CD.
Except Toast's full version, I myself prefer Roxio Toast Lite 5.2.1 of all
the other burningappl. because it is a real Toast.
And you will find "Roxio Toast Lite 5.2.1" on CD coming with several
CD/DVD-burners.
