If it shows the sign and an alert in multiple language
to restart your computer - its a hidden kernel panic.
I had the same problem.
My solution was:
Initialise the whole disc with the Mac os 9.1 drive
setup (you will lose all data on the disc). Then
create
new partititons (HFS +). One for os9, one for osx and
one for data(optional).
Install os9, update to 9.2.2, run xpostfacto....
and install panther without problems.

It runs on a 233DT with no problems (beside you have
to
specialy install some programs that think your machine
is to slow :()

If you have still problems on installing try to put
out additional cards (my radeon interrupted the
install)
