Acrobat Distiller and other 3rd party applications and plugins will make creating press-worthy PDFs simpler, but it can probably be done with out-of-the box Panther, as well. Check out these articles on the subject for more info and how-tos:

I'm now using Adobe Acrobat 6 for pre-press production, so
I need to have total control over all PDF
settings---specifically, I have to be able to custom
configure the Acrobat Distiller color offset web output.
This was easy in OS 9... Not so in OSX, I've found. All
the native OSX applications have PDF options built into
them, but I can't access the Distiller settings... For that
matter, I can't even find Distiller under OSX. What's the
secret for customizing Distiller (or equivalent) options
with Panther?? Thanks!
