1) Boot from the OSX CD, and select Disk Utility from the menu bar in the installer. Then reformat the drive. You can add/delete partitions. Then install OS X and you're good to go.
2) If by your question you mean you just don't want OS 9 around any more, Install OS X, then trash the old OS 9 system folder. No need to uninstall anything from the OS 9 cd...
