the sync lights not staying green means there's a sync problem, on the rgb it may be a
resolution the monitor won't do, on the pc monitor it should work.  i suspect you have 
a
problem with one of the sync lines (absence of either will put the monitor to sleep),
possibly a cable or connector problem.  as i said the os cd should try to boot into
640X480.  it's possible that one of the solder joints on the card (most likely at the
connector) cracked in the move.  if you know someone who can solder have them look at 
it. 
if you can find one, try borrowing another video card, if that works you know that's 
where
the problem is.  have you tried the pc monitor on anything else to make sure it's ok?  
if
you wind up using another vid card or borrowing one makes it work i can probably fix 
the
old one, i have a very, very nice soldering/desoldering setup (metcal, only one brand
better and only affordable on ebay).  good luck, feel free to contact me on or off list
with more data or for more ideas.  the list is a great place to find solutions. 
definitely try zapping the pram, it's possible that the energy saving setting have been
corrupted which would do what you mention.
