No. Get a Radeon 7000 or the new Radeon 9200 if they're shipping yet; DVD playback is not possible with the onboard video.
iDVD will not run on a G3; that officially requires a 700 Mhz G4 or better. You might get it working on a slower G4 but not on a G3.
Truthfully, the path of least resistance for your questions is a newer Mac ;-)
