Well first off:

Replace the 6400 board with a 6500 series.

The 5500/6500 has a faster bus speed (50MHz compared to the 54/6400's 40 MHz)

PPC 5500 logic board is the same as the 6500 and easier to find. But....
The 6500 goes up to 300MHz where the 5500 stops at 250MHz. But....
If you add an L2 G3 card it doesn't matter what the CPU MHz is because it will be bypassed.

L2/G3 processor upgrade
Radeon 7000 PCI video card.
But remember the ram ceiling when weighing the costs of upgrading this
machine... I have a 6500/250 w/maxed out ram and onboard video and it is a
real nice machine for everyday use.. Even next to my G3's, it's still nice
to use..

The 128MB RAM limit isn't that much of an issue if your planning on using it for basic tasks. There's a lot of iMacs out there still using 64MB of RAM.
The used L2 G3 upgrades are getting more reasonable starting at around $50.00

Here's a couple of sites to check out:

And my site which has a tutorial on putting a 5500 board in an LC580 but the process is the same for swapping the board on your 6400. (Project Black Mac)
