For the most part, yes. You can delete the preferences to have the
apps recreate a new set. Preference "corruption" seems to be an
increasingly common problem of Mac OS X, to the point it makes it
sound so fragile.

The challenge becomes which preference file to trash. Some may be
created in your local Library folder (within your home directory),
whereas others may be in the system-wide (global) Library folder
(/Library).

There are a number of procedures, including "Repair Disk Permissions".
You might want to check out MacJanitor to give your Mac a scrubbing
now and then. :-)
