If you really want it to be cheap, then you just have to run a
standard category 5 Ethernet cable from the hub/switch you have
upstairs to one of your hubs/switches downstairs. You'll only have to
deal with how to run the cable between floors. Another option is out a
window then back in, though this would preferrably use shielded cat5
cabling.
