It's not a dumb question. The answer is, that you need to be careful when installing a major update to your OS. If everything isn't perfect, then there is a possibility that something will go wrong. You want to repair your disk, to ensure that the drive has no problems whatsoever, and you want to repair permissions to ensure that all the factors of your OS are where the installation could potentially be expecting them. It's very likely that one would not need to take such precautionary actions. But I grew up in the Boy Scouts, actually got an Eagle, I was thought to "Be Prepared". So, it's the safe route for me. Better safe, then sorry.
