I tried starting up from the install cd by holding the c key, and it still boots to open firmware.

Anyone have any idea what could be the cause of the above error message and how to fix it?

Try resetting the PRAM settings (Command-Option-P-R at boot time) and see if that changes anything. It sounds like the PRAM may be corrupt (it happens occasionally on PCI and later machines when the PRAM battery starts to flake out) and O/F is confused.
