Did you install OS9 and X? If so, is the OS9 system folder blessed?

If not blessed, take the System file, drag it somewhere else (desktop is fine) let go, then drag it back. That'll re-bless the system folder (put a happy mac on it) and you should be able to reboot. I've had that happen a number of times on my beiges with 10.2.8
