This might be slightly off-topic.. So let me know..

I'm using Mozilla under OS 9.2.2 on a G3/300 and I've tried to adjust
the pop up blocker for sites ABCNews and CNN, but I still get between 4 and
5 pops while each article loads and while I'm reading.. Does anyone know how
to tweak the pop up blocker to block them all?

Which version of Mozilla? In the versions with supported pop-up blocking, simply remove all the entries from the sites list. You may have to trash the prefs file if you've made the change and it didn't take.
