If you want Panther on an older Macs you must use xpostfacto fronm Other World Computing. Launch it from an OS 9 partition. Then follow the on screen directions.
Tried several times to install Panther with iut sucess until I found this out. Mounted right up and upgraded to OS 10.3.6 which runs fine on my beige G3 266. And no, it is not blazingly fast but it works fine for me.
