Is there a way to have 2 computers access the same dial up account at
the same time without being charged extra?

If you are talking about calling in from different locations the ISP probably frowns on it. Most ISPs are aware however that it is possible for more than one legitimate call up connection. An individual could call in while away from home while a family member calls in from home. Typically multiple log ins are not blocked, but they are logged and monitored. Different ISPs will have different policies about what constitutes abuse of their system and you would need to check with them.

There are hardware and software solutions for sharing a single dial-up connection among network computers. A router with a serial port can use a modem to make the connection and share it. IPNetRouter is a software solution for computers running the Classic OS and OS X has this ability built into the system.
