have you tried accessing mailserver or similar via IP address? can you 'ping' your ISPs mailserver for example? (an app for OS 9 called "WhatRoute" is useful here. Or you can telnet to port 25 on your ISPs mailserver (don't use mail.myISP.com but the instead numeric IP address). Or just put the numeric mailserver IP into your mail client config and see if it can connect... you get the idea).
I guess this is not OS X; do you have a DNS server and IP in the connection info? Do they make sense? (as in, match a working computers info when it is dialing to the same provider?)
