Is ShareWay IP Personal Bgnd something I can just turn off in extensions manager? Don't I need it for file sharing with the other computers?

Yes, this enables Appleshare over IP, and is needed for routers (like yours) that don't pass Appletalk.

Some clarification please, Bruce...

WAN <-> Router <-> LAN <-- multiple clients.

Are you saying there's something foo with the hub/switch on the LAN side of the Router that it won't pass AppleTalk packets back to the LAN clients? At that level, those are just ethernet packets. They should be switched with no problemo, regardless of what protocols are encapsulated within!

Correct, the switch built into the router should pass AppleTalk as well as any other Ethernet packet.

Or are you talking about the Router only being able to route IP packets out the WAN port?

Many wireless routers do not pass AppleTalk packets between the WLAN and the LAN. That is the case with mine. Because of this I'm always using ASIP.

I also port map my file server to the WAN for ASIP so I can access files from outside.

Even if you have a simple LAN and have no problem with AppleTalk it is still advantageous to use ASIP. AppleTalk can make the connection and then IP is used for data transfers. IP has a larger packet size and makes for faster, more efficient transfers.
