Where is the disc burner??

I am running OS 10.2.8. I want to back up some files to a CD. I insert 
the CD into the CD drive (recordable), name the CD in the finder, drag 
my folders onto the disc. So far so good. There is no "Burn" icon in 
the dock, and I can't find it anywhere else. I can burn stuff from 
iPhoto and iTunes, but not from anyplace else. What am I doing wrong? 
Where is the burner? Looked in applications and utilities.
