Oh, gee. Where to start??!!!
Go to www.apple.com/developer and sign up for a free ADC account. This lets you download all of Apple's development stuff. This will let you download TONS of tools, sample code, manuals, etc etc. It doesn't get you discounts or consulting, ( a paid ADC account gets you that) but it does get you all of Apples development suite.
You don't need to *pay* for anything to develop for the Mac.
RealBASIC is probably the best (and best known) analogue to Visual Basic, but there are also IDE's and libraries for Java, Python, Perl, Ruby and a host of other languages to leverage the Apple developer tools like Interface Builder and Xcode and such.
You can pretty easily build native OS X apps with Python <http://homepages.cwi.nl/~jack/macpython/> and the PyObjC libraries <http://pyobjc.sourceforge.net/>, and use Interface Builder to create your UI elements, and lots of help getting you started, and Python is a powerful, yet easy to learn language, and is built into OS X.
