iMovie comes with Panther, so you'll get it when you upgrade, which I *really* recommend. Panther is as fast on that system as os 9 is, and iMovie is *way* easier to pick up and use effectively by newbies than Premiere.
Then if they find that iMovie is limiting (and I'll wager they won't, not right away, one of the winners at the Sundance Independent Film Festival was done with iMovie...) FCE is a no-brainer.
FCE is partly aimed at amateurs and semi-pros who have outgrown iMovie and can't justify the expense of Final Cut Pro.
FCE (and Avid Express) is why Adobe ran away from the Mac video editing market...they would have had to significantly upgrade Premiere, and still would have gotten stomped on price and functionality.
You will need to upgrade to a G4 for FCE, and it's recommended for iMovie (a LOT of iMovie uses the Altivec and FCP and FCE require it).
OWC has a bunch of good G4 upgrades for that system, starting pretty cheaply, too, but iMovie will run without it.
"Enough RAM to run OS X" != Enough to do video editing.
