This file is also available divided into 6 parts of 14 MB. Did you try that?

Alternatively, use an FTP app. (like Fetch)
Google for 
"Mac_OS_9.2.1_Update.smi.bin" ftp
and you'll find several FTP sites where it is available. 
Overseas sites might have foreign language versions, so choose a local one.
(eg ftp://ftp.oit.pdx.edu/help/macos/)

If that fails too, I'd check with your ISP. Maybe they're choking off big
downloads.
