Yes, with a caveat.
With OS 9 you need DAVE on the Mac or PC MacLan on the PC. $$$
With OS X (10.2 or better) you can share files natively.
In OS X go into Utilities start Directory Access.
Click on SMB and the configure button (you may need to click on the lock icon to be allowed to do this.)
Change your workgroup name to the workgroup name used on the PC. Ignore the WINS server setting (unless, of course, you have a WINS server set up...unlikely with only one PC!)
(Note: by default, it's Workgroup on both, so you may not need to do this.)
Now start System Preferences.
Click on Sharing and enable Windows Sharing.
Now you should be able to see your PC if you select Go > Connect to Server > and click on the Browse button. Or you can enter 'smb://<computer name>/<share name>' in the box to connect.
Your PC should be able to see your mac and shared folders in Network Neighborhood.
You'll be able to use shared printers as well. To share a Mac printer you'll need to select Printer Sharing in the Sharing control pane as well.
