I'm pretty sure X does not support SCSI. And you don't NEED OS 9 installed.
OS X most definitely does support SCSI. Slap a 50 pin (or 50 pin adapted) properly terminated SCSI drive into your onboard SCSI and it will run fine, although probably much slower than it's potential (LVD speeds, SCSI2, SCSI3) without a SCSI controller card.
You may need OS 9.1 or 9.2 to install new firmware on an older acquired card once installed. You may also need OS 9 to boot some drives for troubleshooting purposes while getting it to boot in OS X. An OS 9.1 or 9.2 install CD will do without having it installed.
The problem may be in getting third party SCSI host controller cards or other peripherals (especially older ones) to work 100% because some of these companies stopped developing new drivers for newer Mac OS X versions.
Conversely, some of these third party peripherals may have drivers for new OS X versions (i.e. Panther) but not older (10.1.x - 10.2.x). You just have to do your homework before you start buying to make sure appropriate drivers are available and what accessories are required. Otherwise you may find yourself needing to buy all kinds of SCSI extras like special cable, adapter, terminators, etc. which can be quite expensive. Been there, done that.
