When I said this I forgot that indeed you are trying to starup the computer with CDs and it doesn't work, if disconnecting the ethernet cable fails to solve your problem, I also tried disconnecting all internal harddrives and internal devices (Zip, Jaz, CD) except floppy and starting the computer with another drive with a bus connected directly to the motherboard. You can never go wrong with the classic 50 pin SCSI which I do believe all Macs had the plug on board before the iMacs came (correct me if I am wrong) but with problems like this if you have SCSI cards and such, you must try to use something else.
