When I said this I forgot that indeed you are trying to starup the computer 
with CDs and it doesn't work, if disconnecting the ethernet cable fails to 
solve your problem, I also tried disconnecting all internal harddrives and 
internal devices  (Zip, Jaz, CD) except floppy and starting the computer with 
another drive with a bus connected directly to the motherboard.  You can never 
go wrong with the classic 50 pin SCSI which I do believe all Macs had the plug 
on board before the iMacs came (correct me if I am wrong) but with problems 
like this if you have SCSI cards and such, you must try to use something else.  
You should try as many harmless things before attempting to call someone else 
for help or spending a great amount of money in a dealer.
