The business of installing the OS 9 drivers applies if you reformat your hard drive with Disk Utiity. The check box there is to allow you to start up in OS 9. This has nothing to do with Classic when running OS X. So, if you can start up in OS 9 on the same volume/partition that you use for OS X, either you did not reformat your hard drive after using it for OS 9, or you somehow did the proper thing to install the drivers anew.

Now: I chose the wrong version of Outlook Express to import, unfortunately (should have cleaned house there more thoroughly), so my old mailboxes really aren't there after all, but Mail won't let me re-import that I can figure out...it just keeps going to this phantom inbox that has nothing in it

With OS 9 running, can you work your e-mail as you used too? Also, with either OS X or OS 9 running, do a find/search for "Identities". This is usually in the Microsoft User Data folder in your Documents folder that was within reach of OS 9. Identities includes your messages and addresses, but you cannot drag that stuff around outside the Identities folder. If you have it, let us know.


Also, I now cannot launch Safari at all.

Maybe a couple shots in the dark until other folks chime in. Remove the Safari stuff from the your home/Library/Preferences folder. Look for "com.apple.Safari.plist. Before doing that, do you have a separate Admin user account set up on OS X? In that account, try to run Safari. If it goes, something is awry in your regular, home account, whether it is an Admin account or a User's account.

Any theories on these two?

The end seems to be approaching but I am not holding my breath. Again,
